Draft Annual Business Plan 2019/2020 for public consultation

The City of Port Lincoln released its Draft Annual Business Plan 2019/2020 for public comment from Friday 24 May to 5pm on Friday 21 June 2019 to assist in determining the priorities, in particular the proposed new and upgraded capital projects and operational new initiatives for the coming financial year.

The Draft Annual Business Plan 2019/2020 was made available for download, and copies of the Draft Plan and summary of the Draft Plan were available at the Council Administration Office located at Level One, Civic Centre, 60 Tasman Terrace, Port Lincoln and Port Lincoln Library, 2 London Street, Port Lincoln during normal office hours between Friday 24 May to 5pm on 21 June 2019. 

Planning already undertaken for 2019/2020 has identifed a number of significant projects:   

  • Completion of the Port Lincoln Leisure Centre Expansion Project, funded through a Commonwealth Community Development Grant $1,382,000 (2019/2020);
  • Liverpool Street Stormwater Works - Pump Station Upgrade $3,113,000 (2019/2020);
  • Development of a Dog Park $100,000;
  • Construction of a new Toilet Block in Lincoln South $75,000;
  • Road Reseal works of $550,000 per year, and planned to continue over the next ten year period;
  • Completion of Parnkalla Trail Wharf Precinct $700,000 (2019/2020);
  • Repairs to the Town Jetty $150,000.

The proposed projects, programs and services in the Draft Annual Business Plan are to be funded through a combination of revenue sources totalling $24.6 million including:

  • Total rate revenue of $15,161,799 which equates to 61% of the total income. It is a proposed increase of 3.5%, which is inclusive of the rate in the dollar and fixed charge components. When applied across all rateable properties including new assessments, the average increase is 2.98% per assessment.
  • Grants totalling $5,670,200 which makes up 23% of the total operating income; and
  • The remaining 16% of the operating income includes Statutory Charges, Investment Income, Reimbursements and Other Income sources.

Submissions on the Draft Plan closed at 5pm on Friday 21 June 2019.

Council held two public forums at the Nautilus Arts Centre on Wednesday 5 June 2019 at 2.30pm and 6pm for the public to receive information and ask questions on the Draft Annual Business Plan and other council services.

The public also had the opportunity to make a verbal submission at a public meeting held on Monday 17 June 2019 before the Ordinary Council meeting in the Port Lincoln Council Chambers at 6.30pm.

Next Steps

All submissions received during the public consultation process will be taken into consideration, and Council will then determine the final project priorities together with the final revenue and other settings in order to adopt the Annual Business Plan and Budget that supports a financially sustainable long term future at an Ordinary meeting of Council in July 2019.
